Inside Bullhorn: Building a Smarter, Simpler Future for Recruitment

As AI reshapes every corner of recruiting, Bullhorn is setting the pace. With more than two decades in staffing software and a leading global market share, the company continues to drive innovation in applicant tracking, automation, and AI-powered workflows that help agencies thrive in an increasingly complex market.
We sat down with Femke van Logtenstein - a Client Director for Bullhorn's enterprise accounts in Europe - to talk about automation, Bullhorn Amplify, and what a future-proof recruitment tech stack really looks like. With over 15 years in recruitment, she knows exactly where agencies struggle, how data drives performance, and why AI isn't replacing recruiters - it's empowering them.
Bullhorn's Reach and Platform Strategy
Bullhorn remains the world's number-one provider of recruiting systems, and in Europe its footprint is especially strong thanks to a golden partnership with Salesforce. "We combine our deep recruitment expertise with Salesforce technology to deliver highly scalable solutions - especially for large, complex organisations," Femke explains. That foundation allows Bullhorn to support agencies from mid-market players to global enterprises, tailoring system architecture to match process maturity and digital strategy.
This flexibility is critical. "Every agency can still create its own unique environment," Femke says. "That's the strength of the platform model."
A Marketplace Built for Partnerships
One of Bullhorn's defining characteristics is its thriving Marketplace of integrated partners - a testament to the company's "shoemaker-stick-to-your-last" philosophy.
"We're really good at building ATS software," Femke says. "But we work with expert partners for everything else - marketing automation, telephony, and more. Agencies benefit because they can plug in what they need while keeping one central source of truth."
This ecosystem approach keeps diversity alive even in a highly standardised platform world. She recalls working with clients who had 50 different tools in their stack. "We helped them consolidate. With Bullhorn alone, we could replace 25 of those tools. Then we looked at what remained and worked out which integrations made sense. It keeps the tech stack clean, manageable, and scalable."
That ecosystem has expanded rapidly, especially in Europe. "We now have partnerships that used to be big only in the US, and the network keeps growing - often driven by our own customers recommending tools they love."
Clean Data: The Foundation for Everything
Asked where transformation starts, Femke doesn't hesitate: "With clean data."
Many clients begin by cleansing their databases - automatically updating, re-validating, or deleting old records in line with GDPR. "Once the data quality improves, you can confidently build automations and AI features on top. If you put rubbish data in, you get rubbish data out - that's just how it is."
By removing manual admin work and repetitive tasks, recruiters gain time for high-value interactions. But successful adoption takes patience. "No one jumps straight to automating everything," Femke smiles. "Everyone starts small. I joke that the first automation is always a birthday email: 'Happy birthday, best wishes.' From there you grow."
That step-by-step approach ensures the impact doesn't feel overwhelming. "Organisations need to grow with technology," she says. "Not because the tech can't handle it - it's ready - but because people need time to adjust."
Introducing Bullhorn Amplify
Out of years of customer learning came Bullhorn Amplify - an automation and AI layer designed to streamline the entire recruitment lifecycle. "We noticed people didn't understand what they were buying anymore," Femke says. "Automation, AI, agents - does an end user really care what it's called? It just has to work. So we made it simpler: if you want a fully digital, automated recruitment process, you need Bullhorn Amplify."
Amplify operates across three layers:
Automation Layer
This handles automatic communication flows - email, SMS, reminders, and soon WhatsApp. "There's been huge demand for WhatsApp in Europe for years," Femke notes. "We're almost there."
Recruiters can set up processes that reduce repetitive admin tasks: candidate follow-ups, pre-screening invitations, client outreach, and NPS surveys. "You build the workflows yourself, and the system handles the rest."
Generative AI
This layer helps recruiters work smarter, faster. "It helps junior recruiters function at a senior level," Femke explains. "The system sits beside them on the screen, suggesting how many candidates to search for, what to look for in a job description, and how to improve a vacancy text. Quality goes up much faster."
Textkernel's technology - now fully integrated following Bullhorn's acquisition - powers advanced matching, CV optimisation, market intelligence, and data enrichment.
Recruitment Agents
The newest layer involves AI agents that actively take work off recruiters' plates: searching for candidates, matching them to roles, screening applicants, and presenting only the best-fit profiles. "We're not saying recruiters will disappear," Femke is quick to clarify. "But they can focus on candidates who are actually suitable for the role. The AI handles the heavy lifting."
Amplify covers everything from sales and lead generation to marketing, recruitment, and operations. "It's the full recruitment cycle," she says. "And every organisation decides where to start and how far to take it."
Adoption and Market Momentum
As budget season approaches, Femke says interest in Bullhorn Amplify is strong. "Every single one of my clients has it on the agenda. Not one exception. This is no longer optional - it's the future of how recruitment works."
For new customers, Amplify is simply part of the package. "You can't sell an ATS anymore without automation and AI built in. That's just the expectation now."
But adoption requires more than technology - it demands cultural readiness. "There's fear of missing out, and there's fear of change," Femke acknowledges. "People worry: if I adopt AI, do I have to let half my workforce go? No. But the way people work will change, and that's a big shift. Leaders need to think about what that means for their teams and what kind of people they'll need to hire."
Key Trends in the European Market
Bullhorn's latest industry research highlights clear patterns among top-performing agencies:
- Clear targets and productivity gains driven by automation
- Early AI adoption for candidate search, screening, and qualification
- 42% of top performers have automated the screening and evaluation of applicants
- 33% have automated candidate submission to clients
- Renewed focus on winning new clients alongside digital transformation
"These firms double down on efficiency, data quality, and intelligent tools," Femke says. "That's what keeps them ahead, even in challenging markets."
One trend stands out: the convergence of client and candidate focus. "For years, agencies could focus on one or the other - either it was a candidate market or a client market. Now both are equally important. You can't just communicate to candidates. You also need to keep vacancies flowing from clients. That dual pressure has forced everyone to work smarter, not just hire more people."
Choosing the Right ATS
For agencies reviewing their tech stack, Femke's advice is pragmatic and direct.
"Ask tough questions about how a system is built. What's native? What's integrated? How scalable is it? And really dig into the technology behind the AI promises. Don't fall for tools that only look sexy."
Many vendors claim to offer end-to-end solutions, but Femke urges caution. "Everyone says, 'We're Pietje, and we've got it all covered.' Fine. But check the technology underneath. Is the AI layer as stable as the original ATS? If not, you might be rebuilding your stack in two years after a big investment."
Agencies should also evaluate development roadmaps, support models, and investment plans. "You need to know: what am I buying now, and what will this product look like in two years? Is the price difference worth it compared to someone who claims they already have it all?"
> Key Takeaway: Define your data strategy first. Know which KPIs you'll track - not just time saved, but time to submit, conversion to placement, recruiter desk yield. If you don't know what data you're steering by, you'll get lost before you start.
Why Bullhorn Supports the Talent Business Awards
For the second year in a row, Bullhorn is a Gold Partner of the Talent Business Awards - an evening that brings together the most forward-thinking recruitment leaders in Belgium.
"The atmosphere is unique," Femke says. "It's relaxed, honest, and full of great conversations. We love seeing how much talent the industry holds - and celebrating those achievements together."
She recalls last year's event with visible enthusiasm. "Almost all the winners had a connection to Bullhorn in some way. We love sharing our successes with our customers. And we learn from them too."
The Awards also create a rare space for open dialogue. "People put their uncertainties right on the table. You can have real conversations about trends, challenges, and where the market is heading. It's not just for executives - it's valuable for all levels and all sizes of agencies."
