City First Enterprises (CFE) is a Washington, DCbased nonprofit Community Development Financial Institution (CDFI) dedicated to expanding equitable access to capital across the Greater DC region. As a mission-focused lender, CFE designs flexible, impact-driven financing that advances affordable housing, commercial real estate and community facilities, small businesses and nonprofits, and clean energy initiatives, with a consistent emphasis on outcomes that allow people and communities to thrive. Guided by a people-focused, history-informed, and data-driven approach, the organization channels patient, catalytic capital to projects that preserve affordability, strengthen local economies, and accelerate climate resilience. Its lending toolkit includes predevelopment, acquisition, bridge, and rehabilitation loans for affordable and limited-equity cooperative housing; financing for childcare, arts, retail, and education spaces; working capital and inventory support for small enterprises and nonprofits; and clean energy lending for solar and energy-efficiency upgrades, often in partnership with public agencies and green banks. Recent transactions illustrate CFEs strategy and reach: a $5.25 million co-investment with DC Green Bank to bring approximately 3 MW of solar energy to more than 300 District households; a $4.6 million bridge and acquisition loan that helped catalyze a $54 million mixed-use redevelopment in Historic Anacostia; and financing that preserved 122 affordable cooperative units across two Northwest DC properties. Complementing its lending, CFE manages public and private grant programs that bolster housing stability and small business resilience, and it operates Homes by CFE to expand down payment assistance and homeownership education. Backed by values-aligned investors, including a $5 million EQ2 from Pinnacle Financial Partners that enhanced lending capacity, CFE leverages its balance sheet to crowd in private capital and scale impact. From underwriting through technical assistance, the team advances long-term affordability, wealth building, and community-led development across the region.
